Rockstar Games has formalized a strict set of rules for PC modders, explicitly banning story expansions, map ports between its titles, and unauthorized multiplayer platforms. The guidelines, originally published on September 10 and recently spotted by users on ResetEra, draw some very firm lines in the virtual sand.
"Rockstar Games creates unique worlds, characters, and stories, which form the official continuity of our games," the company wrote, laying out what is essentially a pre-emptive lease agreement for its digital properties.
While no PC release date or platform details have been announced for the upcoming Grand Theft Auto 6, the timing suggests Rockstar is tidying up the neighborhood before the new guests arrive. The rules specifically ban importing assets from older titles into newer ones—codifying previous corporate takedowns of ambitious fan projects—and limit multiplayer mods to officially licensed platforms. It is a particularly interesting posture given that Rockstar recently acquired Cfx.re, the team behind the massive, formerly unofficial Grand Theft Auto V roleplay servers.

The guidelines also target modern monetization, outlawing virtual currency sales, gacha mechanics, and real-world corporate advertising. Naturally, the studio concluded by noting it can "revise this policy at any time" and reserves the right to issue a takedown for any reason at all—meaning the new rules are less a safe harbor than a list of things that will definitely get you in trouble.
